• Must be poor and needy Muslim widows or parentless orphans eligible for Zakat under Islamic law.
• Must not be a habitual beggar.
• Must not be a government employee or pension holder.
• Must not be a Sahib-e-Nisab (financially well-off according to Zakat rules).
• Must not already be receiving regular financial help from any other Punjab government scheme.
